Infrastructure Budget Planning & Investment Management Consultant
Locations: Irving, TX/Minneapolis, MN/Charlotte, NC/

Overview

This role is part of the Infrastructure organization within the CTO organization and sits within the Infrastructure Strategy & Execution team. The team supports infrastructure engineering and operations through budget, investment, workforce, and financial planning activities.

The primary focus of this position is infrastructure investment and budget management, supporting the planning, tracking, and execution of infrastructure-related software, vendor, and statement of work (SOW) investments.

Key Responsibilities

Budget and Investment Planning

• Support infrastructure budget and investment planning processes.
• Assist with annual investment planning and budget development activities.
• Help evaluate year-over-year budget and investment requirements.
• Maintain accurate budget, spend, cash value, and financial tracking data.
• Partner with finance teams to track monthly spending and validate financial information.

Vendor and Contract Management Support

• Manage intake and tracking of:
• Statements of Work (SOWs)
• Software contracts
• Vendor-related investment requests
• Track contract renewals and ensure renewals occur on schedule.
• Review contract information and gather data required for investment planning and reporting.
• Help identify potential overlap in technologies, vendors, or services while supporting leadership decision-making.

Process Management

• Manage recurring workflows related to:
• Statements of Work
• Software renewals
• Investment requests
• Budget tracking activities
• Ensure approvals are completed according to established processes.
• Maintain current and accurate investment and contract data.
• Help streamline and improve planning and tracking processes.

Leadership and Stakeholder Support

• Work directly with infrastructure leaders, directors, and executives.
• Help leaders prepare investment business cases.
• Gather, organize, and validate supporting information for investment requests.
• Ensure leadership teams have the information necessary to support funding decisions.
• Provide visibility into upcoming renewals, investments, and financial commitments.

Reporting and Presentation Development

• Create PowerPoint presentations and executive materials.
• Translate financial and investment information into business presentations.
• Support presentations and discussions with leadership teams.
• Prepare documentation and reporting for investment reviews.

Required Background

Infrastructure Knowledge

• Understanding of infrastructure services and technologies.
• Familiarity with infrastructure software vendors and service providers.
• Ability to understand infrastructure-related requests and business cases, including technologies such as databases, compute, storage, and software platforms.

Financial and Budget Experience

• Experience supporting:
• Budget planning
• Investment planning
• Financial analysis
• Spend management
• Understanding of:
• Budget processes
• Financial reporting
• Cash versus P&L concepts
• Investment approval processes

Communication and Executive Presence

• Ability to work directly with senior leaders and executives.
• Strong verbal and written communication skills.
• Experience preparing executive-ready presentations and materials.

Analytical Skills

• Ability to review, organize, and manage large amounts of financial and contract data.
• Strong spreadsheet skills.
• Ability to interpret data and ensure accuracy across multiple sources.

Day-to-Day Activities

• Manage weekly SOW review processes.
• Track software contracts and upcoming renewals.
• Support new investment requests submitted by infrastructure leaders.
• Validate and maintain investment and budget data.
• Create business case materials and presentations.
• Partner with finance teams to review monthly spending information.
• Work with infrastructure leaders to gather additional information as needed.
• Support annual investment and budget planning activities.

Team Structure

• Reports into the Infrastructure Strategy & Execution organization.
• Works on a small team of approximately three to four professionals.
• Supports infrastructure leadership, including senior infrastructure executives.
• Collaborates with finance partners and infrastructure organizations across the enterprise.
